Meat Filling
  1. Brown meat in a skillet.
  2. Add spices along with the 1/2 c of enchilada sauce, salsa or tomato juice.
  3. Set aside.
Layers
  1. Chop onion and cilantro.
  2. Spread 1/2 c of the enchilada sauce in the bottom of 11×17 baking dish to prevent sticking.
  3. Layer the following ingredients, repeating 3 times 2 tortillas (laid side by side in the baking dish) 1/2 c refried beans 1/3 of the total meat filling 1/2 c cheese 1/3 of the 1/2 c of cilantro 1/3 of the 1/2 c of green onion 1/2 c refried beans 1/2 c enchilada sauce 1/3 of the cilantro and onions 1/2 c cheddar cheese 3/4 c of the mixed vegetables (repeat two more times – you should have a total of 3 layers)
  4. Bake in a 375 degree oven for 40 minutes or until bubbly.
  5. 10 minutes before finished baking, top with chopped tomatoes.
  6. Garnish with cilantro (optional)
